Transforming Home Office Digital and Technology Functions: A Strategic Partnership

The Home Office Digital, Data and Technology (DDaT) directorate focuses on harnessing digital technologies, data, and modern IT solutions to enhance government services, improve operational efficiency, and ensure effective policymaking and law enforcement. The DDaT directorate is at the forefront of efforts to modernise government functions and provide citizens with more accessible and efficient public services.

Challenge

In 2019, Mason Advisory was selected from 51 applicants as the Delivery Partner for the Home Office Digital, Data and Technology (DDaT) directorate, showcasing our track record, expertise, and alignment with the Home Office culture. The project aimed to support DDaT in delivering a new Strategic Operating Model (SOM) to transform its IT organisation and skills base, encompassing over 3,000 IT roles and an annual expenditure exceeding £500 million.

This multi-year programme had several key objectives:

  • Improve value for money
  • Ensure delivery of customer needs
  • Enhance organisational effectiveness by simplifying the tech landscape with product-centric solutions/services
  • Build new internal skills and capabilities
  • Reshape the supplier landscape
  • Introduce new ways of working

The DDaT directorate sought a partner to help evolve their delivery capabilities and adapt flexibly to changing priorities while establishing a coherent governance approach. Our task was to enable DDaT to navigate evolving requirements, develop a strong brand, and enhance their reputation for efficient delivery.

The challenges included coordinating across multiple initiatives, engaging with senior DDaT stakeholders, and ensuring that the SOM implementation led to improved value for money, effective customer service delivery, and enhanced organisational effectiveness.

Solution

We integrated with the DDaT’s team to operationalise and optimise the SOM, ensuring that the vision and programme objectives were met. Our contributions included:

  • Providing SOM expertise within the core programme function
  • Supporting planning, artefact development, and design assurance
  • Offering communications and change support
  • Integrating across interrelated workstreams to ensure alignment with the end-to-end SOM

Outcome

Our approach ensured that the implementation of the SOM was seamless and met the strategic goals of DDaT. Through close collaboration and expert guidance, we helped DDaT establish a more efficient, flexible, and responsive IT organisation.
